Bhutan Is Selling Its Bitcoin to Build a City

THIMPHU — Most bitcoin-holding governments are trying to accumulate. Bhutan is doing the opposite — and running its national stack down toward zero on purpose. The Himalayan kingdom has sold more than $230 million of bitcoin since the start of 2026, at a pace of roughly $50 million a month, and the blockchain-analytics firm Arkham has projected that its sovereign reserve could be all but empty by the end of September if the selling continues.

This is not distress. It is policy. Bhutan is converting a decade of quietly mined bitcoin into concrete.

How a kingdom ended up with a bitcoin treasury

Bhutan’s state holding company, Druk Holding & Investments, began mining bitcoin with surplus hydroelectric power around 2019, years before anyone outside the country noticed. By the time Arkham tagged its wallets, the stash had grown to roughly 13,000 BTC at its 2024 peak — an enormous position for a nation of under 800,000 people, built with clean energy the country could not otherwise export.

In December 2025, King Jigme Khesar Namgyel Wangchuck announced what the coins were for: up to 10,000 BTC, then worth about $1 billion, earmarked for the Gelephu Mindfulness City, a special administrative region rising in southern Bhutan on the Indian border. The 2026 sell-off is that pledge being executed.

Spending a reserve is not the same as losing it

To a bitcoin audience trained to see selling as capitulation, drawing down a sovereign stack looks like failure. The steelman is stronger than it sounds. A reserve is only strategic if it eventually funds something; a mined asset that never leaves the wallet is a number, not a project. Bhutan is trading a volatile balance for an airport, roads and a city it hopes will anchor decades of growth — using coins it produced from stranded hydropower at close to zero marginal cost.

A reserve is only as strategic as what it is eventually spent on.

The risk is timing. Bhutan is selling into a market where corporates, funds and at least one other government are still buying, and a nation that sold near a cyclical low would look very different in hindsight from one that sold near a high. There is also a transparency question: because Arkham can watch the wallets, the world can estimate Bhutan’s remaining balance more precisely than Bhutan has chosen to disclose it — the same public-ledger visibility that cuts against custodial privacy elsewhere.

Either way, Bhutan is running the clearest live experiment in what a country actually does with a bitcoin reserve. El Salvador buys one coin a day and holds. Bhutan mined its coins and is spending them. The next few months will show which model ages better.
