Vietnam Will Open Licensed Bitcoin Exchanges September 9

One of Asia’s largest bitcoin-owning populations is being ushered onto licensed, onshore exchanges — on the state’s terms, in the state’s currency.

Vietnam has spent years as one of the world’s heaviest users of bitcoin and almost none of it happening in the open. That changes on September 9, when the government switches on a formal, licensed market and tries to pull a vast informal economy onto rails it can see.

Under a resolution signed by Deputy Prime Minister Ho Duc Phoc, the country will begin a five-year pilot for a regulated crypto-asset market. The Ministry of Finance has been sorting applications; it received seven, deemed five valid, and the initial sandbox will stay deliberately small. Only firms it licenses may operate an exchange.

The terms are strict on purpose

The conditions read like a filter designed to admit only incumbents. All trading, issuance, and payment activity must be conducted in Vietnamese dong — not dollars, not stablecoins. Only Vietnamese enterprises may issue digital assets, and those must be backed by real underlying assets. Most striking is the capital bar: a licensed exchange needs minimum capitalization of 10 trillion dong, roughly $380 million. That is a figure only banks and the largest brokerages can clear, and the expected entrants — SSI, VIX, MBBank, Techcombank, and VPBank — are exactly that.

The design tells you what Vietnam wants: not a thousand scrappy startups, but a handful of well-capitalized, supervised venues it can hold accountable. It is the same instinct visible across Asia this year, from Vietnam’s earlier licensing framework to the region’s broader move to bring offshore trading onshore.

Trades settle in dong, only Vietnamese firms qualify, and each needs about $380 million in capital.

A huge base to formalize

The prize is the user base. Vietnam consistently ranks at or near the top of global grassroots adoption indices, with an estimated 18 million crypto users and some of the highest bitcoin-ownership rates anywhere — a market that has run for years on foreign platforms and peer-to-peer trades. A domestic dollar-value in the hundreds of billions has been sitting just outside the tax net and the reach of consumer protection.

Pulling that onshore does real things for ordinary holders. Licensed venues settling in dong make it easier to move between bitcoin and everyday money, give recourse when something goes wrong, and put local courts rather than an anonymous offshore exchange behind a dispute. Vietnam is also one of the world’s largest remittance recipients, and cheaper, legal on- and off-ramps matter to families receiving money from abroad.

The catch worth naming

The pilot is a crypto-asset market, not a bitcoin-only one, and bitcoin will share these venues with a range of tokens. And the price of coming in from the cold is control: trading only in dong, through a few licensed giants, under a five-year probation the state can revise. For a country whose citizens embraced bitcoin precisely because it needed no permission, the arrival of permission is a double-edged milestone — recognition and a leash in the same document.

Still, the direction is unmistakable. A government that once kept its distance is now building the front door. Whether Vietnamese users walk through it, or keep to the peer-to-peer channels they already trust, is the question the pilot’s first months will answer.

Why it matters: when a state with millions of bitcoin users builds a legal market, it is conceding that the demand is permanent — and betting it can be supervised.
